government still wearing the Anti Dumping Duty (BMAD) for products
Polyester Staple Fiber (PSF) from India, China, and Taiwan. Imposition BMAD is contained in Finance Minister Regulation (PMK) No. 73 of 2016.
Chairman of the Indonesian Anti Dumping Committee (KADI) Ernawati, said
on April 29, 2016 Ministry of Finance has issued PMK No. 73 / PMK.010 /
2016 concerning the Imposition of Import Products BMAD against PSF from
India, China and Taiwan. The magnitude of this BMAD has been through the adjustment phase.
"BesaranBMAD is 5.82 percent-16.67 percent for India, 13 percent-16.10
percent to 28.47 percent for China and Taiwan," he said in a statement,
Thursday (02/06/2016).

explained, these regulations come into force after ten working days
from the date of promulgation and is valid for three years since the
entry into force of the regulation. The PMK was referring to the final report interim results of the investigation and sunset review KADI issued on August 21, 2015.
"Based on the results of the investigation, KADI concluded that the material losses they suffered Indonesia, still does dumping by India and Taiwan, the discovery of dumping by exporters from Chinese manufacturers, and there is an increasing volume of imports from China are significant," he said.
Ernawati added, the investigation found a price depression and price suppression on products imported from China during the investigation period.
There is also an increase in production as well as the PSF production
capacity in China, India, and Taiwan indicating their PSF oversupply in these countries.
Since 17 November 2011, Indonesia's wearing BMAD PSF imports of
products originating from India, China, and Taiwan through PMK Number
171 / PMK.011 / 2011. The regulation is valid for five years.
Toward the end of term of imposition BMAD according to the PMK,
identified through early evidence that there was an increase in the
volume of imports of PSF originating from China. Losses Indonesia still takes place, which means, it still happens dumping practices by third countries.
Earlier, on December 9, 2014, announced the commencement of an investigation committee is review (interim and sunset review) against the imposition BMAD PSF imported or came from India, China, and Taiwan. The probe was a follow up on the request for interim review investigation on the imposition BMAD against imports of PSF, in particular from China, which received KADI on August 22, 2014.
The petition filed by three importers of PSF, namely PT Indorama
Synthetics Tbk, PT Asia Pacific Fibers Tbk, and PT Indonesia Toray
Synthetics. Third importers also apply for sunset review investigations on the imposition BMAD against imports of PSF from India, China, and Taiwan.
The development of PSF imports by Indonesia in the last three years is
62 568 metric tons (MT) in 2013, became 70 288 MT in 2014, and became 66
736 MT in 2015.
